To send email to "all users", go to your Brescia email, click on New Message and select the "To" button. This will bring up the list of all faculty, stafff, and students in alphabetical order. One of the possible items is "All Users". You should be able to select that choice and send a message to all. HOWEVER, I have been told by a student that there is an error using the "All Users" right now and it has been reported to the IT department. So, until that is fixed, you might have to use 2 different emails, one that says "Faculty and Staff" and one that says "students"--that should cover everybody.
